In FY2025: USAID $16.4 billion, the State Department $13.3 billion, the Department of Defense $12.9 billion, and other agencies $5.7 billion.

Method and caveats

What is counted. US government foreign assistance as reported by each agency to ForeignAssistance.gov, the official public record of US foreign aid run by the State Department. The site's complete dataset has one line per activity transaction, with the recipient country, the managing agency, the US sector and whether the assistance is economic or military. We add these lines up by country, agency, sector and fiscal year. Nothing is estimated or typed in.

Obligations and disbursements. Totals and rankings use obligations: money legally committed in the fiscal year. Disbursements (money paid out in the year) are shown alongside, because payments often follow commitments by a year or more. A negative number is a net de-obligation (more taken back from earlier awards than newly committed).

Countries and regional programs. Aid recorded for a specific country is counted for that country. Programs recorded for a region or worldwide (for example global health procurement, or contributions to international organizations) are counted under the region or as worldwide, so country totals are lower than the full amount that benefits a country. A country gets its own page if at least $50.0 million was obligated for it over FY2015–FY2025; smaller recipients are listed in the table at the end of this page.

Per person. Obligations divided by the World Bank's population estimate for the same calendar year (CC BY 4.0). Places without a World Bank estimate (for example Taiwan) have no per-person figure. FY2026 uses the latest available population.

Completeness. Agencies report quarterly and late, and ForeignAssistance.gov marks some agencies' data as partial. FY2025 is shown as the latest full year; FY2026 is incomplete.

Amounts are in current dollars, not adjusted for inflation.

Not the same as the budget. The federal budget's International Affairs function (on the FY2025 budget page) counts outlays of the State Department and international programs, including diplomatic operations, and leaves out military assistance managed by the Department of Defense, so it does not match these totals.
