Where the money comes from

SNAP benefits are paid entirely by the federal government; states share the cost of running the program. In the federal budget SNAP sits in the income security function (see what percentage of taxes go to welfare and food stamps) and is run by the Department of Agriculture, the biggest part of its spending (see federal spending by agency). Treasury outlays for SNAP in FY2026 through August 2026 were $87.9 billion.
