What this counts
Outlays of U.S. Customs and Border Protection, the Department of Homeland Security agency that includes the Border Patrol, officers at ports of entry, air and marine operations and trade enforcement. CBP also collects customs duties; those are revenue, not part of these outlays (see tariff revenue).
Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation. In the budget-function view it falls under law enforcement, courts and prisons.
