The Marshall Islands got the most US aid per person in FY2025: $8,471.22.The median country received $3.63 per person. Among countries with at least 10 million people, Ukraine was highest at $461.94.
Each figure is that country's FY2025 obligations from ForeignAssistance.gov divided by its World Bank population estimate. Small countries with large programs rank high, and a single large project can be a big amount per person in a small country. The agency that managed most of the aid for the top three, with its share: the Marshall Islands (Department of the Interior, 97%); Palau (Department of the Interior, 92%); Micronesia, Federated States of (Department of the Interior, 100%). Countries without a World Bank population estimate, or with no positive FY2025 total, are left out. Ranking by total.
