A Census Bureau rule published in the Federal Register on 23 January 2026 (91 FR 2847) states: “In 2025, the Department of State significantly scaled back USAID and assumed its few remaining functions.” ForeignAssistance.gov continues to list USAID as the managing agency for the awards it made, so the figures here show USAID obligations as reported, including de-obligations of earlier awards.
