USAID obligated $16.4 billion in FY2025, down 53.7% on FY2024.Fiscal year 2025 ran from October 2024 to September 2025. USAID disbursed $23.7 billion in the year and managed 33.9% of all US foreign aid obligations.

The largest sector was Economic Development ($6.2 billion, 37.5%). That sector includes: Macroeconomic Foundation for Growth; Agriculture; Infrastructure; Private Sector Competitiveness. Europe and Eurasia was the largest region ($4.8 billion), and Ukraine the largest single country ($4.6 billion). USAID money went to 110 countries.

USAID in 2025. A Census Bureau rule published in the Federal Register on 23 January 2026 (91 FR 2847) states: “In 2025, the Department of State significantly scaled back USAID and assumed its few remaining functions.” ForeignAssistance.gov continues to list USAID as the managing agency for the awards it made, so the figures here show USAID obligations as reported, including de-obligations of earlier awards.
