Outlays of the TANF account in Health and Human Services: a block grant to states, which use it for cash assistance to low-income families with children, work programs, child care and other services. States also spend their own money under maintenance-of-effort rules; that is not included. "Welfare" in the wider sense (SNAP, SSI, refundable tax credits) is on the income-security page.
Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation. In the budget-function view it falls under welfare, food stamps and income support.
