What this counts
The refundable part of the Earned Income Tax Credit: the amount paid to workers beyond the income tax they owe, which the Treasury records as an outlay. The part of the credit that only reduces tax owed is a reduction in revenue and is not in these figures, so the full cost of the credit is higher.
Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation. In the budget-function view it falls under welfare, food stamps and income support.
