What this counts
Outlays of the two federal child care accounts in Health and Human Services, added together: Payments to States for the Child Care and Development Block Grant (discretionary) and Child Care Entitlement to States (mandatory). Together they fund the Child Care and Development Fund, which subsidizes child care for low-income working families. Pandemic relief funds enacted in 2020 and 2021 raised outlays in the years that followed. Head Start is a separate program not included here.
Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation. In the budget-function view it falls under welfare, food stamps and income support.
