What this counts

The refundable part of the Child Tax Credit: the amount paid to families beyond the income tax they owe, recorded by the Treasury as an outlay. The larger part of the credit, which reduces tax owed, is a revenue reduction and is not in these figures. FY2021 and FY2022 include the temporary monthly advance payments of 2021.

Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation. In the budget-function view it falls under welfare, food stamps and income support.
