What this counts
Regular unemployment benefits paid by the states from their accounts in the federal Unemployment Trust Fund, as recorded in the Monthly Treasury Statement. They are financed by state unemployment taxes on employers. The temporary federal pandemic programs of 2020-2021 were largely paid from other accounts and are not all included.
Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation. In the budget-function view it falls under welfare, food stamps and income support.
