What this counts

Net outlays of the Department of Defense military programs: pay and benefits of service members, operation and maintenance, procurement of weapons and equipment, research and development, military construction and family housing. Military retirement pay (paid from a trust fund), the Army Corps of Engineers' civil works and the Energy Department's nuclear weapons are outside this total.

Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation. In the budget-function view it falls under the military.
