The Disaster Relief Fund

The Disaster Relief Fund paid out $51.9 billion in FY2025, 83% of FEMA's outlays. Its spending follows disasters: the largest year since FY2015 was FY2025 ($51.9 billion), and the smallest FY2015 ($6.1 billion).

What this counts

Outlays of the Federal Emergency Management Agency, part of the Department of Homeland Security. Most of it is the Disaster Relief Fund, which pays for response and recovery after presidentially declared disasters; the rest includes preparedness grants to states and localities and the agency's operations. The National Flood Insurance Program's claims are paid from its own fund.

Figures are net outlays: payments made, minus any offsetting collections credited to the same accounts, as printed in the Monthly Treasury Statement. They are not adjusted for inflation.
